Default when seeding and downloadin torrents speed help?

I was wondering how I can get my full internet speed on a torrent download or uploading includes seeding im with optus net my speed is 9.34mb/s for downloading and uploading 0.25mb/s apparently it takes me to download a movie 11mins which says on this speed test it takes 1hr it use to take less last year I do not know why so what can I do to put my full speed on download and uploading through utorrent

There is a crack to open more ports on your system, other then that I'm thinking it may have been faster last year until your ISP started to throttle P2P traffic

You may wish to limit your upload speed in utorrent to about 3/4 of your total upload bandwidth. If you don't limit the upload rate then it can clog your whole bandwidth pipe on some torrents and thus slow things down
